Replacement of TOEFL PBT by TOEFL ITP® Standardized Tests

The Institute of International Education’s Southeast Asia office (IIE/SEA), on behalf of Educational
Testing Service (ETS), the official TOEFL ITP® Assessment Series provider, would like to announce that
the TOEFL ITP (Institutional Testing Program) is now replacing the TOEFL PBT (Paper-Based Test)
since TOEFL PBT it is no longer administered in Thailand.
The TOEFL ITP assessments share the same rich heritage as the TOEFL test — the world’s most widely
accepted and respected English-language assessment. This makes the test appropriate for:
- Admissions to undergraduate and graduate degree programs in non-English speaking countries where
English is not the dominant form of instruction.
- Admissions and placement in collaborative international degree programs where English-language
training will be a feature of the program.
- Admissions to short-term, non-degree programs in English-speaking countries where the sending and
receiving institutions agree to use TOEFL ITP scores.
- Exiting English-language programs by demonstrating proficiency in English listening and reading.
- Placement in intensive English-language programs requiring academic English proficiency at a
college or graduate level.
- Progress monitoring in English-language programs stressing academic English proficiency.
- Scholarship programs, as contributing documentation for academic English proficiency.
Decisions made using TOEFL scores have life-impacting consequences for test takers. It is for this reason
that ETS places great importance on ensuring its tests are fair, valid and reliable.
Accordingly, the score of TOEFL ITP is valid for two years after the test date issued in accordance with
ETS Standards for Quality and Fairness.
A mapping of TOEFL ITP scores on the Common European Framework of Reference has been conducted
and published by ETS. The purpose of this mapping study was to identify the minimum TOEFL ITP
Level 1 test scores corresponding to four levels of the Common European Framework of Reference for

What was the TOEFL Paper-based Test (TOEFL® PBT)?
The TOEFL® PBT test, administered in a paper-and-pencil format, measured test takers’ ability to use and understand English in a classroom setting at the college or university level. It accurately measured how well they could listen, read and write in English while performing academic tasks. It included the TWE® test, a 30-minute writing test. Test takers would write a short essay on one topic from their TWE test books to show their ability to:
- generate and organize ideas
- support ideas in writing with examples or evidence
- use standard written English formats
As of July 2017, the TOEFL PBT test was discontinued and replaced by the revised TOEFL Paper-delivered Test. The new paper test aligns more closely to the TOEFL iBT test. Learn more about the revised TOEFL Paper-delivered Test.
All TOEFL scores remain valid for 2 years after your test date.

Which TOEFL Test Should I Take?
The TOEFL test is available in 2 formats — one that is delivered via the internet, and one that is a paper test. 98 percent of TOEFL test takers worldwide take the TOEFL iBT® test, delivered via the internet, and access continues to expand. The TOEFL iBT test is desired by universities because it measures all 4 communication skills — reading, listening, speaking, and writing.
For those test takers who don’t have access to the TOEFL iBT test, there is the revised TOEFL® Paper-delivered Test. The revised TOEFL Paper-delivered Test is only offered in locations where testing via the internet is not available. The new paper test was designed to align better with the TOEFL iBT test than the original TOEFL PBT test, which was discontinued as of July 2017. The revised paper test requires test takers to combine their communication skills — for example, listening to a lecture, reading a passage, and then writing a response. Integrating skills gives a more accurate indication of a test taker’s ability to communicate in English. There is no Speaking section because it is a paper test.
ETS remains committed to providing access for anyone who wants to take the TOEFL test. Please be assured that ETS is making every effort to ensure that individuals living in areas where testing via the internet is not available will be able to test.
Regardless of which test you take, all TOEFL scores remain valid for 2 years after your test date.
